The Saudi Ministry of Tourism has revealed that foreign visitors to the Kingdom spent a record $40 billion in 2023. 

This record tourist spending included money spent on shopping, travel, and restaurants. The upward trend has continued into the first half of 2024, with a record 60 million tourists. 

The growth is welcome news as Saudi Arabia establishes itself as a global tourist destination with the opening of new luxury projects such as Nujuma, The Ritz-Carlton Reserve on the stunning Red Sea coast.

Foreign Tourist Spending Surge

The Kingdom of Saudi Arabia has achieved remarkable milestones in its flourishing tourism sector, as evidenced by the record-breaking expenditure by international visitors in 2023. Foreign tourist spending accounts for an impressive 32% of the total tourist expenditure for the year.

This substantial influx of spending underscores the nation’s successful efforts to diversify its income sources beyond traditional oil revenues and religious pilgrimages. 

The kingdom has strategically invested in cutting-edge technologies and innovative initiatives to position itself as a premier global travel destination, transcending conventional tourism models.

Foreign Tourist Spending Breakdown

The ministry’s figures reveal that the total spending by foreign visitors reached a staggering SAR 141 billion in 2023. Beyond the substantial expenditure on hospitality, international tourists allocated:

  • SAR 25.5 billion (18%) for shopping experiences
  • SAR 21.5 billion (15.2%) for transportation and travel expenses
  • SAR 19.4 billion for food and beverage indulgences
  • SAR 25.5 billion for miscellaneous purposes
  • SAR 4 billion for entertainment and leisure activities

These diverse expenditure categories highlight the kingdom’s multifaceted appeal, catering to various tourist interests and preferences.

Saudi’s Sustained Growth in 2024

The upward trajectory in Saudi Arabia’s tourism sector has continued into the first half of 2024, with the number of tourists reaching an impressive 60 million and their spending approaching SAR 150 billion. 

These figures demonstrate the sustained momentum and the kingdom’s ability to maintain its appeal as a top-tier travel destination.

Alignment with Vision 2030

The remarkable growth in the tourism sector aligns seamlessly with the Saudi government’s initiatives under the Vision 2030 plan. This comprehensive strategy aims to reduce the nation’s dependence on oil revenues by fostering economic diversification and promoting Saudi Arabia as a global travel hub.

Outpacing Vision 2030 Goals

According to Anita Mendiratta, Special Advisor to the Secretary-General of the United Nations World Tourism Organization, Saudi Arabia has outpaced its Vision 2030 tourism goals by an impressive seven years. The kingdom has already attracted 106 million visitors, surpassing its target of 100 million tourists. 

Mendiratta commended Saudi Arabia’s achievements, stating that the nation has succeeded “both materially through transportation links and immaterially through its hospitable reception of the world,” as quoted by Arabic language media.

Aviation as a Key Strategy for Tourism Growth

Aviation is a critical component of Saudi Arabia’s strategy to attract tourists, leveraging the country’s central geographical location between the East and West. 

The recently announced “Riyadh Air” initiative aims to draw an ambitious 100 million visitors by 2030, further bolstering the kingdom’s position as a global travel hub.

Opening Luxurious Resorts

In May 2023, Saudi Arabia unveiled its latest ultra-luxurious resort destination, Nujuma, The Ritz-Carlton Reserve, situated on a remote island in the Red Sea, offers nightly rates starting at an extravagant SAR 9,900 (around $2,630).

It is effectively positioning it as one of the most expensive and exclusive destinations on the planet, rivaling even the luxury resorts of Dubai.

The high prices of Nujuma are strategically targeted at wealthy Gulf vacationers and affluent East Asian travelers, who are receptive to the Kingdom’s new resorts being dry locations, as alcohol remains prohibited even in offshore areas.

Upcoming Saudi Tourism Projects

Saudi Arabia’s NEOM, a visionary $1 Trillion gigaproject, has recently revealed its latest project, Magna, an expansive destination that covers 120 kilometers and includes 12 unique destinations.

These destinations include Leyja, Epicon, Siranna, Utamo, Norlana, Aquellum, Zardun, Xaynor, Elanan, Gidori, Treyam and Jaumur

Magna will consist of 15 high-end hotels and 2,500 premier residences across its various destinations, all offering stunning views of the Gulf of Aqaba and the surrounding scenery.

Significant progress has been made in constructing new upcoming hotels in the prominent tourist spots of the NEOM gigaproject and The Red Sea Global, indicating a thriving hospitality sector in these areas.

Additionally, Marriott International’s presence in Saudi Arabia is set to grow significantly, with plans for 40 new hotels and over 11,000 rooms. Additionally, the company will expand into luxury destinations like NEOM and The Red Sea Project.

The expansion includes luxury brands, including St. Regis and Six Senses, which are already open, Autograph Collection, and several new hotel brands in the Holy Cities of Makkah and Madinah.

Marriott International has recently revealed its plans to build a new Ritz-Carlton hotel in Diriyah, with an expected opening date of 2026. This move represents the company’s commitment to providing high-end hospitality services.

The five-star hotel is to be located within the $63 Billion Diriyah Giga Project and is due to feature 195 guest rooms and 34 luxury suites.

Diriyah Company and Ritz-Carlton have also announced the launch of the first luxury-branded Ritz-Carlton Residences in the Kingdom.

Wadi Safar Project

The Diriyah Company has recently launched its newest luxurious development, known as Wadi Safar, referred to as the ‘Bel Air’ of Saudi Arabia, located within the massive Diriyah Giga project worth $63 billion. 

This exclusive community is planned to offer residences starting at a minimum of $25 million, targeting individuals with significant wealth and already having a waitlist.

Located west of Diriyah, Wadi Safar is more than just a collection of luxury houses. In addition to lavish homes, the development will also offer a top-tier golf course, a prestigious equestrian center, and a polo club, enhancing the prestige of this high-end housing venture.

Jumeirah Jabal Omar Hotel

Dubai’s Jumeirah Hotel group has officially revealed the launch of their inaugural hotel in Saudi Arabia, the Jumeirah Jabal Omar Hotel, located in the sacred city of Makkah

Positioned in the center of Jabal Omar near the Grand Mosque, Al Masjid Al Haram, the hotel is in the second stage of the Jabal Omar development. 

With more than 1000 rooms and suites, many of which offer direct views of the haram, the hotel strives to offer unparalleled experiences for Hajj and Umrah pilgrims.
