BlackRock’s Partnership Objectives

The partnership between SRC and BlackRock is founded on a shared vision of fostering a robust and diversified real estate finance ecosystem in Saudi Arabia. Through this collaboration, the two entities will pursue the following key objectives:
- Expedite the rollout of innovative programs tailored to the kingdom’s real estate refinance market, leveraging BlackRock’s global expertise and SRC’s local insights.
- Expand the reach and accessibility of real estate financing solutions through strategic channels in domestic and international capital markets.
- Diversify funding sources by tapping into the vast potential of fixed-income markets, ensuring a steady flow of capital into the sector.
- Enhance the stability and resilience of Saudi Arabia’s real estate finance market, aligning it with the overarching objectives of the Vision 2030 program.
Diversifying Funding Sources

A key aspect of this partnership revolves around diversifying funding sources through the fixed-income market.
By tapping into this vital financial avenue, the alliance seeks to enhance the stability and resilience of Saudi Arabia’s real estate finance sector, fostering an environment conducive to sustained growth and investment.
The shared objective is to enable and unlock institutional capital in this growing, high-quality, fixed-income asset class. This highlights the partnership’s potential to attract a diverse array of investors, both domestic and international, to the kingdom’s burgeoning property finance market.
Aligning with Vision 2030

The SRC-BlackRock deal is pivotal for Saudi Arabia as it actively pursues its ambitious Vision 2030 agenda. This far-reaching initiative aims to diversify the nation’s economy, reduce its reliance on oil, and foster a thriving, sustainable economic ecosystem.
Saudi Arabia’s 70% Home Ownership Goals

By strengthening the real estate finance sector, this partnership directly supports the Kingdom’s efforts to boost homeownership rates and stimulate the construction of new residential projects.
Saudi Arabia has set an ambitious target of raising homeownership levels to 70% for Saudi nationals by the year 2030, a goal that necessitates robust financing mechanisms and innovative capital market solutions.
Attracting Global Investment

The collaboration with BlackRock, a globally renowned investment management firm, signals Saudi Arabia’s commitment to attracting foreign direct investment (FDI) and fostering an environment conducive to international participation in its economic transformation.
BlackRock’s Chairman and CEO, Larry Fink, emphasized that
“Saudi Arabia has become an increasingly attractive destination for international investment as Vision 2030 comes to life.” This sentiment underscores the kingdom’s concerted efforts to position itself as a prime global capital and expertise destination.

Subsequently, ARADA, a well known UAE based property developer, has already declared plans to expand internationally into Saudi Arabia, Australia, and Europe, which showcases Saudi Arabia’s increased attractiveness to international investors and its ever growing potential.
Combining SRC and BlackRock’s Expertise

One of the key strengths of this partnership lies in the complementary expertise and innovative capabilities brought to the table by SRC and BlackRock. With its deep understanding of the Saudi market dynamics and regulatory landscape, SRC provides invaluable insights and local knowledge.

Conversely, BlackRock contributes its vast global experience in investment management, capital market operations, and cutting-edge financial solutions.
By combining these strengths, the alliance aims to foster an environment conducive to innovation, enabling the development of advanced financial products and services tailored to the kingdom’s unique needs.
Enhancing Saudi’s Regulations

To facilitate the seamless integration of international best practices and attract foreign investment, the SRC-BlackRock partnership will likely necessitate the enhancement of regulatory frameworks governing the real estate finance sector in Saudi Arabia.

Efforts in this direction include streamlining processes, aligning regulations with global standards, and fostering greater transparency. In line with this, Saudi Arabia has also introduced a New System for selling and renting off-plan real estate projects, showcasing its willingness for such measures.
Approved by The Council of Ministers, this new system would facilitate in safeguarding the funds of buyers, sellers, and investors. These initiatives and measures would benefit the real estate finance market and contribute to the overall attractiveness of Saudi Arabia as an investment destination.
Reshaping Real Estate Landscape

The collaboration between SRC and BlackRock represents a significant milestone in Saudi Arabia’s ongoing economic transformation.
By leveraging the expertise and resources of these two financial titans, the kingdom is poised to unlock new avenues for real estate investment, mortgage securitization, and capital market diversification.
Driving Economic Diversification

Saudi Arabia’s pursuit of economic diversification extends far beyond the real estate sector. The kingdom is actively developing and investing in many industries, ranging from renewable energy and technology to entertainment and tourism.
One of the most ambitious projects in this regard is the futuristic city of NEOM, a $1 Trillion project that promises to redefine urban living and serve as a hub for innovation and sustainability.

Additionally, Saudi Arabia’s real estate and infrastructure projects have been announced to be valued at over $1.25 trillion since 2016, with key giga projects including NEOM and the Red Sea Global.

By fostering a robust real estate finance market, the SRC-BlackRock partnership indirectly contributes to the success of such transformative initiatives, facilitating the construction of residential and commercial properties that will support these emerging economic hubs.
